A Framework for Governing Agentic Commerce

Agentic commerce governance is the control and evidence layer between an AI agent's request and a merchant or platform workflow. It establishes who acted, what authority applied, which policy was evaluated, and what evidence remains afterward.

Current product boundaryOBSERVE is available. DECIDE and ENFORCE remain separately gated.

Commerce protocols move transactions. Governance explains whether the action belongs.

Agent identity alone does not prove delegated authority. A valid payment does not prove that it belongs to the intended product, endpoint, or commercial action. Governance joins these facts without replacing the systems that execute commerce.

AgentGateFee normalizes evidence at protocol boundaries, evaluates deterministic policy in Shadow Mode, and preserves an inspectable record. Missing or conflicting evidence stays visible instead of being converted into permission.

Four questions define the governance boundary.

01

Identity and authority

Who may act, and for whom?

Bind the principal, agent, delegation, tenant, resource, validity, limits, and exact requested action.

02

Policy and approval

Which rule produced this result?

Retain the immutable policy version, evaluation time, reason codes, and any human approval or rejection.

03

Execution and outcome

What actually happened?

Keep execution, payment, delivery, and outcome evidence separate. One stage never proves another by inference.

The canonical evidence path

  1. 01Identity evidence
  2. 02Delegation and authority evidence
  3. 03Policy decision
  4. 04Approval evidence
  5. 05Execution evidence
  6. 06Payment evidence
  7. 07Delivery evidence
  8. 08Outcome or work attestation

Governance is not a payment rail or checkout.

AgentGateFee does not custody funds, issue payment credentials, settle transactions, or replace commerce infrastructure. It creates protocol-neutral policy and evidence surfaces around customer-controlled systems.

Understand the evidence before changing the workflow.

Is agentic commerce governance the same as fraud detection?

No. Fraud tools assess risk. Governance additionally records delegated authority, policy scope, approvals, exact action context, and evidence lineage without treating missing provider data as misconduct.

Does governance require one commerce protocol?

No. ACP, UCP, AP2, MCP, A2A, x402, and other protocols remain replaceable adapter boundaries. Canonical authority and policy semantics belong to the shared core.

Can AgentGateFee block a live checkout today?

No. The current public milestone is OBSERVE. Shadow results use non-enforcing language and do not change the customer request.

Observe the first decision before considering enforcement.
